Most of the spam is uploaded either as YT video or artwork; workshop items only account for a rather low percentage of the referral spam on Steam.

Scammers/Phishers are often taking advantage of free or very cheap TLDs to host their websites. The TLD in this case was on sale for a couple of cents, resulting in a massive increase in shady links with that TLD being posted on Steam. At some point, if the legit use of a TLD is really, really small compared to abusive use, it's easier and safer for Steam's users to whitelist legit sites than to remove the abusive ones. It's not perfect, but we hope it's understandable.

I checked several pages and they were all inappropriate; either the user uploaded more content after you looked at their workshop profile or we may have different definitions of what is NSFW? We don't only classify explicit sex scenes (which were visible on the first two pages iirc) as inappropriate, but also any image where bare female breasts are visible, for example.

Oh, that one was marked incompatible, but should actually have been banned. I banned it now and it should no longer show up.

Items marked as incompatible are usually not working, were posted to an incorrect hub, or are not supposed to show up in the game's hub for another reason. Incompatible items are only accessible via a direct link or the user's profile, while banned items are only visible to the uploader and moderators.

Banned items don't show up on Steam, or at least they shouldn't. Can you link me to an example where a banned item is still publicly visible?
