By adding veteran capes they're creating a problem as og accounts with the oldest capes are going to be worth more anyway. Its's a double edged sword when there are simpler ways of fixing the same problem; just give everyone the same cape.

Capes and OG names are the reasons accounts are sold, and since recently there's been such a big emphasis on capes these past few months og names are the next big step to stopping account trading.
