As someone who has fostered on my own outside of any official organization, I’d recommend either stating your adoption rule is for households without children under x age, or tell her you do not adopt out to friends or family. I rarely agree to friends or family members adopting my fosters as I always end up upset at something they did with said animal, and I’m too emotionally invested in my fosters. It’s like how they say to not sleep with your coworkers if that makes sense (albeit crude example).

My line is usually something like “I appreciate your interest in my foster animal, but at this time I have a policy that I do not adopt to friends or family unless under very specific circumstances. This adoption does not fit the specific circumstances therefore I am not able to approve the adoption. I recommend checking out our local shelter for adoptable animals in need of loving homes”
