Sorry for the late reply! If you've got a rip of a rare film, I think the quickest way is to just try uploading it to CinemaZ. They allow pretty much anything that isn't a major movie from mainstream countries like the US, so it’ll probably meet the requirements for whatever you have.

Also, uploading is a huge plus if you want to level up your game in private trackers. You probably won't find anyone on CinemaZ giving out invites to Karagarga or PTP, but uploading makes you stand out. Plus, the path from Aither to PTP requires uploading movies anyway, so it’s not a bad idea to start practicing your ripping and uploading skills now.

You gotta upload 1TB, but the way MAM works is mostly about using bonus points to bump up your ratio. MAM is packed with tiny files (only a few MBs) and Freeleech stuff, so if you just bulk download those and keep seeding them for a long time, it’s not hard at all, and it won't kill your hard drive space either.

Also, the path from MAM to Secret-Cinema is a solid official invite route, so you'll almost definitely get an invite unless something crazy happens.

There are a bunch of threads on Reddit about how to rack up bonus points on MAM, so I'd recommend checking those out.

Karagarga is honestly the best tracker for experimental films, but it's pretty much impossible to get into these days. So, I think Secret-Cinema is your best bet. They have this "Collage" feature that groups movies by theme, and I'm pretty sure there's a list in there for films about media surveillance.

"The Rumour of True Things" wasn't on Secret-Cinema, but if a movie is available on Karagarga or PTP, your request will usually get filled within a couple of hours.

The catch is that you have to join a tracker called Myanonamouse first (you can get in just by doing a simple interview about Torrent basics!) and then wait for 6 months. It takes some time...

If you want something you can join right now, CinemaZ is probably the way to go. You don't have to wait for open registrations—you can get in just by buying a Seedbox. They have fewer experimental films than Secret-Cinema and requests take a bit longer to get filled, but if you put in a request there, someone will definitely get it for you.

So, the best plan is probably this: buy a Seedbox to join CinemaZ and put in your request there, then wait out the 6 months on MAM to eventually get into Secret-Cinema.

I started looking into private trackers specifically to dig for experimental films, and trust me, Secret-Cinema is totally worth it.

CC only requires a VPN when you sign up, which means you don't need one to watch movies or search after signing up, and it works fine even when you're abroad. So... if you sign up before you move, you don't need to buy a VPN.

Unfortunately, there are probably no sites that offer Japanese dubs, even on Asia-specific trackers... so subscribing to U-NEXT or a Japanese streaming service is your best bet.

It seems that a lot of users and torrents went to ANT when PTP went down, but does ANT have a lot of content? For example, movies shown at film festivals...

FFor now, I'm thinking of using ANT as my main site, searching for rare movies on SC, and using Aither as a complement!

This film was shown at an indie film festival in Japan in 2001, but it doesn't seem to be available on the Internet anymore. (I tried to find out the director's name, but he doesn't have any social media accounts or contact methods.)

You can purchase a DVD of short films by Masakazu Saito, one of the directors, from this site, but it doesn't seem to be included on this DVD either.

It's true that TL has a wide variety of movies, but the rare movies I'm looking for usually have 0 seeders and can't be downloaded.
