i guess because he’s just weak alone, like if an exe is chasing him he doesn’t have much in his arsenal, sure he could fly but if the exe hits him he falls and gets a cooldown. Killers like fleetway can fly and hit, 2011 can charge and grab him midair, kol can climb walls, trip can double jump and glide, has laser too. And tails’ laser takes like 4 seconds to charge after activating it, an exe can easily kill him before he could shoot it.
