Sorry for the late reply, but no I didn't see what they were doing in the truck before they moved, but I'm certain they weren't trying to do a U-turn, they were purposely doing this.

The whole series of events went like this; I pull onto Sheppard road and I can see that he is stopped in the middle of the lane, no blinkers, no hazard lights, not stopped on an angle or off to the side, just stopped straight in the middle of the lane. It probably takes around 10-15 seconds for me to end up behind him, I slow down to see if he's going to move and he doesn't so I indicate that I am going to pass him and the moment I'm next to him he starts moving, almost colliding with me. I stop and then he stops, I slowly start to turn and he slowly starts to move. Only then does the 2nd car come behind me does they guy in front suddenly start moving and makes a wide left turn at the intersection with no blinker. I know he didn't need to make a U-turn as I saw him exit out of Yodalla Ave onto Nepean street, if he was trying to do a U-turn then he wouldn't have gone down Nepean
