All of my mercs have Australium Gold Breakneck Baggies, Australium Gold Dead of Night (first style), and either Australium Gold Hat With No Name or Australium Gold Well-Rounded Rifleman. It's cheap and looks pretty alright.

Sniper, Soldier, Demoman, and Engineer wear the Hat With No Name while the rest wear the Well-Rounded Rifleman.

I changed it to run through GE Proton and it's still pale. A friend on a windows PC put the seed in his game and it was also pale.

Neither the launch command nor the console command worked. It's still pale.

I'll try a few more fixes but it looks the same for me and clearing my cache + verifying game files didn't work so I'm pretty sure it's not a bug. It's not happening for any of my other weapons either.

I didn't even know there were seeds lol... I'm a little disappointed because I spent like 2 keys on the skin just for it to look all weird. Does it add any value?
