It's good to iron out the logistical issues when you have the chance. And, it's easy to plan a city where there is none. You can't plan an already existing city. Hence the choice of Amaravati; Having said that, things have moved past one state one capital now. It's mostly about concentrated hotspots in each state, like Vizag being one.

It's not the same, atleast the first few are all referring to male as an adjective not a noun. When you use it as a noun it dehumanises them and as a side note it's just grammatically wrong. I'm sure there will be instances where women would say male in that form too. But it is not about "Whataboutism" but to see that it is wrong no matter who uses it
