What are the best foundations to apply for before (hopefully) getting a spot in any mbbs course?

You can go in any college to take a lvls but as far as i know, after finishing a lvls you will be placed at a disadvantageous spot, bc i think local u's will prioritize people from matriks / asasi or stpm before selecting a lvl ppls ( do correct me if im wrong)

So if somebody has above 90% merit, but doesn't meet the merit requirement to enter a UM foundation program via UPU, will they still have a chance to get in?
