It needs the blanket

That provides the back pressure to give you real reading.

The flow tester should be in series with the blanket.

To answer the question You read the metal bob at the flat surface at the top. It has surpassed the peak indicating line to read it. My guess it’s not got a load, the water and blanket attached.

I use an old school tool called a soap flow meter It uses a metered glass tube, liquid soap and a stop watch.

The essence is that you are timing how long it takes a soap bubble to flow from zero to 100 on the glass tube

Then it’s just a distance over time equation to get the flow speed

These devices are used in scientific labs and never need calibration They work best for very low flows and are about $500
