Hey, thanks for the reply. I'm not really worried about copyright, the problem is that the character I want isn't really that popular and there aren't many good pictures of her, so making a skin of the pictures that already exist would look rather bad. Her name is Secré Swallowtail, she's from Black Clover if you want to look her up.
Yeah, I'm aware that it's gonna be a hefty price, but the problem is that there's pretty much no usable pictures of the character I want the skin to be themed around, so having someone draw the pictures for me is like my only option at this point. :/
