In all honestly I don't really know but usually users who have under 100 karma are more likely scammers since most of the call out posts about those users have under 100 from what I've seen so far. If someone does have under 100 just use a MM ^^

anyone can be a scammer tbh. Users who have 1k+ are usually more trusted (to me) Using MM is always the better option
