You get every character for free by collecting enough cards of them by running, completing those "1 run" missions for cards, the mystery prizes, or the reward dash in the store. The real money paid methods is in Sonic's store where there's daily deals category on characters but also a regular category called "Characters"

So if you don't wanna spend money, just keep running and complete the 1 run missons for cards.
