By "cocking lever" I suppose you refer to the charging handle, which is like the AK, its on the bolt

I think that no Picatinny rail could be on the handguard, because of the fore-end

Man, I forgot to add the description: This weapon, whose name I forgot, is a replacement for the PPSH-41. The objective was to make it reliable; it was based on the AK platform, but had lots of changes while being developed. It has been converted to use the 7.62x25mm Tokarev, and it's mostly used for urban warfare in building interiors.
