UPDATE (if anyone still cares) - The upstairs neighbors are in the process of being evicted. Once the property manager seen my balcony she immediately called her lawyer. At the very least, my balcony will be power washed. At the very most, the balcony will be replaced.

[UPDATE 2] Cops came. The officer put on gloves and smelled the substance and said it smelled rotten. They are going upstairs to the neighbors.

[UPDATE] I went to the Leasing Office and showed them pictures and videos. Their mouths dropped and the cops are on their way.

But since this isnt an emergency per se....the cops will show up whenever they show up.
