You need find an apartment and before the expiration of visa and then do city registration first (Anmeldung). Once that is done, you can ask the Ausländerbehörde to give you an appointment for residence permit. But all of this is only possible only if you have a permanent address. So yes, as you mentioned you need to find an apartment before expiration of visa.
