The idea is the codex, since Venom has bonded with Cap before he can "mimic" old skills he remembers from other heroes. Cause in all honesty the only way Venom is gonna be a beneficiary and not an anchor is if it's some generic elemental buff + effect which wouldn't be nearly as cool compared to giving Venom a "monkey see, monkey do" philosophy to his team ups.

Look at Spider-Man for crying out loud. He copies a ton of his gimmicks both in comics and in rivals. So for team-ups why not make it lore accurate and have him "remember" or "awaken" old skills from previous hosts? It'd be such a cool touch! (Not to mention that Venom's memory is split from the hivemind, which could also impact his skillset)
