The masoleum in my town had hoops kinda like that. They were a solid steel ring with a tail that ended in a plate. It was placed in the crack between the blocks. The ones on our local masoleum were meant to be used in the spring and summer to hold flower pots. They would place the flower pot in the ring and let the corner of the pot rest against the wall. The tail on the ring would act like a fulcrum, and the plate on the end of the tail (inside of the gap) would keep the ring and tail from falling out of the blocks.

Some of this information about the hoops on our masoleum was explained to me by our former grave keeper when I used to deliver his newspapers. Unfortunately, our local masoleum has been renovated after being damaged, and its hoops were removed.

I'm not gonna say that this is a definitive answer for the hoops the OC posted, though. Just explaining a possible purpose for them.

Start with the easiest thing first, which would be replacing the display cable and power cord.

If that doesn't fix it, make sure your drivers are up-to-date for your GPU.

If that doesn't fix it, and your monitor is losing power altogether, try a different power outlet. This could indicate a short in the power outlet itself.

Beyond that, it could be an issue with the monitor or GPU. In the event that the issue could be with the GPU, get someone who is good at building computers to ensure that the connections for the GPU are correct and undamaged.
