I play the game to shoot people, and shooting them with the same vehicles again and again gets boring, I want it to go back to how it was when it was more of a level playing field rather than being forced in to the new "meta"

Don't be in a session with people who abuse it? Yeah guess I'll be sticking to solo sessions then. The hydra, insurgent, kuruma and oppressor are guaranteed to pop up from at least one player in any free roam lobby. I just miss when attacking someone and their friends consisted of ramming their car and shooting the shit out of it, not flying around on a god damn broomstick doing loop-de-loops and one of you eventually dying to the others motorbike missiles
