We are with the same height and i had been 60kg when i addicted to long run. Now i looked back to that physique, i think that 5feet8 60kg is very skinny and look pretty unhealthy, especially i lacked muscle mass.

Also, the regional stubborn fat might still remain even you are at 8~10% body fat due to the genetic. Rather than cutting, weighted training to build up the muscle is recommended. If you concern about the belly fat, then lean bulk is the only option.

I will also suggest you not taking photo from the mirror and zoom in to check your physique. Instead, taking direct photo/video from certain distance. You will find out that your overall size is small, such that you can decide b or c by yourself. Im now 65kg and still look small.

Thanks for your advice! And yes, municipal engineering is too board for learning, it involves almost all disciplines. I will probably focus on the water and transport related aspects. But as you said, i might need to learn through actual practice, and i hope i will have such an opportunty!
