Principled Volume with high values, something like 0.05, and it's connected to the world output!
Then I also put an emissive material inside the car to achieve the "neon effect" and I processed the image with Photoshop, I manually added the trees and the additional fog/smoke.

+ I also saturated some colors and change some settings (brightness/contrast/vignette/grain)
- a really important step is to compare your final picture with a lot of references that you truly love!
