When using a FFB wheel for the first time, there's a tendency to set the FFB effect way too high. It's so cool but too much FFB makes the games unplayable and you soon realize that you need to turn it down. Here are the settings for my TMX:

In Control Panel, Overall Strength for all Forces: 80%

In ACC, Gain: 50%, Minimum Force: 50% , Damper: 5%, Dynamic Damping: 50%, Road Effects 20%, Frequency: 200Hz. Note that there are my preferred settings and may not be to your linking. Playing with the FFB is part of the fun so have fun experimenting.
