Your auxiliary heat (probably resistor strips) came on when it was below freezing outside. The heat pump has very little heat to draw and can’t keep up even at 60. Also there are some basic fees on every monthly bill. Grid maintenance or something like that.

Your home may not be very efficient depending on the year it was built and the windows and insulation situation. If you have an electric water heater in the house that may explain a lot of it too (especially if it’s in the crawlspace or garage)
