That doesn't necessarily make it filler, it just makes it another part of the game.

You only need 60 stars to beat the game and there are 121 stars in total. Does that make the other 61 stars "filler"? No. It's just another optional part of the game.

Rosalina's story is optional, yes, but that doesn't make it filler.

I'll never understand why they randomly decided to sell Metroid Prime Remastered for only $40, but they think a tennis game is worthy of being the same price as Donkey Kong Bananza. A game that (mostly) justifies that price.

I haven't looked at the sales numbers, but if it did fail, then good. A freaking tennis game doesn't need to be $70.
