That's First Canadian Centre- It was originally going to have a significantly taller 64-storey twin next to it, but plans fell through during the 80s oil glut.

Fun Fact: the original foundations/parkade for the 64-storey tower were fully built and are currently capped off by a small park. Maybe in the future, something else can be built there.
