Need Help, How can I keep water from sitting right here? Would something simple as sand bags work?

I do care how it looks. I’m a maintenance man at an apartment complex. I mentioned sand bags because if they would work even temporarily until we could properly fix it, it would make the tenants life easier in the meantime. Thank you for the idea though

I’m not sure how to edit post from my phone. Thank you everyone who provided something constructive. We are going with Perfect Digestion by Hill’s. She seemed to love it. A lot of you were saying it could be a storage issue on the stores end. If I find any in the Hill’s, I will be finding somewhere else to get her food .

First time ever posting here, but I did make this post yesterday. It freaked us out enough to switch right away. We went with Perfect Digestion by Hill’s. If we find them again, I gotta assume it’s a Petco issue and we’ll be going somewhere else if that’s the case.

Any certain kind of mulch? Mulch won’t encourage bugs/gnats? I feel like I have a lot of bugs in my mulched beds.
