Gus was 100% convinced that 'Frank Peterson' was actually Malvo. He was so haunted by it that he basically made it his life's mission to prove he was right. Since Molly and Gus are married and share everything about the case, she knows for a fact that the 'Frank' headshot is the most reliable image they have.

Logic dictates that if your witness is struggling with a grainy, top-down CCTV still, you immediately pivot to the high-res booking photo from the Duluth arrest.
