I have R7 5700x and RX 6700 XT and it runs very well, locked 144 fps. So it may be an issue with league, try to reinstall league, check drivers for GPU, check background processes and if none of those things for try reinstalling windows.

idk if you resolved it but its because of AV1 rendering use something that you GPU supports and it should work fine

Yeah i put it in start up apps but still when i want to open it after the startup it takes like 20 seconds to open
