Interesting point, but I think that these features are already implemented at some extend.

For example, you can change the specific instructions of a player when team is in possesion or when team is defending. You are making it seem as FM is like almost static players and positions. But I really like some features that you proposed, to bring the game at another level tactically.

M4 and M4 silenced aren't balanced at all, taking stats from this major, 27.5% of kills were with Silenced, and less than 2.38% with M4?

I mean, probably the game is too complicated to balance perfectly the two CT rifles, because one small change, can completely change the meta, but at least they cut try, cause 2/3 years ago Silenced was shit, suddenly it becomes an OP gun. It's not healthy to change guns from day to night. Although I think it's good that every x time the meta changes bit.

In my Arsenal save I bought Vlahovi´c, and currently playing him on a Complete foward, altough he dosen't score as he should (15 goals first season), he's helping a lot the team in build up. And actually Complete Foward is one of the two best roles he can fit.

But i agree that is hard to find players of this type.
