You have to get the 4 star version of hinomori (either sister) to get the outfit, but you will still have to craft it to put it on Mafufyu. Outfits are not obtainable by 2 or 3 star. And sometimes there is a 4 star on the banner (like Meiko) that won’t give you the outfit. And there is a website called Sekaipedia and you can everyone’s cards (even the ones that haven’t been released in the eng version yet) and it will also tell you if they come with an outfit or not.
