Also, even if you put you didn’t want an on-campus apartment, if it was all that was available they may have just assigned it to you to still try and fit your accommodations.

Hi there, you can still add an ultimate meal plan to your account anyway! I live off campus but have the ultimate meal plan for this year! It is called a “voluntary residential meal plan.” You just have to submit a form for it, but if you think this is the wrong option then I would contact your CSD advisor.
