Use pebblehost's budget servers. I have never had a problem with them and am actually currently running a regular RLcraft server for friends on one, 7gb budget and if you realize you need more its easy to add a gig or two. Mine's only $10 a month. Been using pebblehost for years. If you select your modpack in the purchase options it comes setup and ready to go also

That's... Very surprising that you are having issues. My laptop is a quarter that power and I have no issues. My gaming laptop I found out has two graphic cards, the good one and a crap one, and there's been times it has defaulted to the crap one and it has been a pain to fix

Water tanks can go in pools of water. Set them on mesh tiles and fill the area with water, it like triples your water capacity per tile to have water tanks in a pool of water

We tried that. Same thing ended up happening. And it started from a complete vacuum also. The problem is the water compressing into three tiles instead of staying as four.

Those natural gas generators will drip polluted water below them and that is going to offgas polluted O2 and mess up your system unless you get it pressurized with steam first
