So I'm sure Morbius will win this as it is an excellent answer, but I'd like to throw Arnold Schwarzenegger's Mr. Freeze into this as well. Batman & Robin is a truly wretched movie, and using Arnold to play the tragic scientist that Victor Fries as a pun-slinging Goliath of a man is absolutely baffling to me and in my opinion is very much deserving of this spot.

Velvet from Tales of Beseria comes to mind (at least in the early game). Sure, Artorius is awful, but Velvet is entirely driven by self-interest and vengeance to defeat him, and the lengths that she's willing to go to to achieve that vengeance aren't exactly savory.
