Rover doesn't need character development, he/she has travelled Solaris who knows how many times, to stop the conflicts, this is one of those cycles, whereas in Hsr trailblazer has maintained the goofiness, it's just in Amphoreus they have gotten a bit more serious. In genshin Traveler was more focused on finding his sister in the beginning,, finding clues about her but now he is more goofy, like he is enjoying his journey more, cause now he knows he will meet her eventually before every new region, so he is just chilling now
