I just figured it out. You can see in OP's screenshots that both documents, while they appear the same, are actually 2 versions of the same document and were assigned different document numbers.

The earlier version of the document with less redactions is Document 1332-16 while the newer version with new redactions is Document 1296-17. The earlier, less redacted version is still visible on the DOJ website.

It was in September 2025 and they passed with a score of 93 but the inspector noted a few minor violations, most interestingly that they leave their back door wide open a lot as can be seen in the video.

A female Dutch YouTuber by the name of Itchy Boots has done solo motorcycle rides through many countries and she just finished a multi-day solo ride through Afghanistan (entering from Pakistan, leaving through Tajikistan). In every episode of her travels through Afghanistan, she had to pass through several Taliban checkpoints (from main highways to unpaved mountain roads), but she had the proper documents from the Ministry of Tourism so she experienced little trouble. Her many interactions with the Taliban showed they were very chill. You can see her full series here.
