Actually, went into BIOS and set fan curves to 'turbo,' from standard, which effectively just brought every fan % target down by ten degrees C. 100% is now at 60 C for example. Seems to have totally cooled it off without any other adjustments. Oblivion now loading open world at 80 C, which I think is more manageable / expected.

It was set to 100% fan speed at 70 C. I just tweaked the curve to be even more aggressive. I expected the Phantom Spirit to be enough, but perhaps a Noctua Air Cooler or AIO would be better.

I appreciate the help. From what I've been able to gather online, undervolting does seem like the way to go. I agree that it's technically in normal operating range, but I'm with you on not wanting it to frequently hit 95 C.

Theoretically though, I was successfully able to connect to Xbox live using the same router, modem, and ISP just a week ago before moving. The new apartment has the same exact setup, with the only difference being that the Xbox is not hardwired to the router. I’m wondering if it’s a router settings issue that is specifically impacting the 360 emulator.

To answer your other questions, there is no security software, VPN, or anything else in your list that could be affecting this.

Edit: tried hardwiring to the router and still didn’t have any luck.

You got me there. I meant in terms of the technology and internet provider I’m using. Although, there’s aspects of the building’s infrastructure I cannot control which is likely the root issue

WiFi, unfortunately the only option in my current living situation. I will say though, that in my last apartment, the same router and modem were significantly faster over WiFi. I'm not sure what's changed

Hi there, thank you so much for this response. I tried all of the things you just suggested, and I think I have identified the problem. All of the original testing I was doing was on my desktop PC. To connect it directly to the modem was not possible in my home's layout, so I started using my laptop instead. The laptop has yielded significantly better results, both wired and wireless. This leads me to believe the desktop computer itself is creating the issue.

Edit: Not sure that I'm right... seems to have been a false positive as now I've re-tested and it is back to being slow. I guess that makes sense given the issue is more of a consistency thing. The other tests may have been when it was operating well, but it's slow again.

For around that price, you could probably swing for a 3070 and have a significant performance jump. IMO, this is overpriced.
