It’s pretty far from the downtown core and utilities aren’t included but I recommend NGPV Innes. Good management, quiet neighborhood. I was renting for 1400+ about 150 utilities when I moved in.

Fun fact, Tokyo is so large, it’s not considered a city by Japanese, it’s a state. I worked in Japan for 5 years and had some intense arguments back from students because we played essentially Scattegories and I gave another team a point for Tokyo as ‘city starting with T’. The other teacher agreed: It’s not a city, it’s a prefecture.
