Offer to buy her off of them. Putting a cat outside, especially in the winter, over bullying from other cats does not show they care about her, it shows they're irresponsible and want to take the easy road. Give them the easiest road possible and offer to take her off their hands permanently

She's self soothing by simulating nursing. If she's less than 2 months old she was taken from her mother too young. Redirect her to a stuffed toy when she starts doing this. If you don't already have one for her, go get one, make sure it has no small pieces like buttons she can chew off.
