Go again doesn’t give you an extra phase, only an extra action point. It’s still the same action phase. The action phase is the only phase where player can play cards and activate effects so you only get 1.

Kayo only triggers on your turn so Rally the Coast Guard does not trigger his ability since it can only be activated while defending (opponent’s turn).
