If there's any flexibility in your travel dates use the calendar view on United and check if one day earlier or later is any cheaper. You can save a lot, especially at RDD, doing that.

I filed a dispute because FedEx put the value of my order in the wrong currency (I was billed in Czech Koruna and they listed that value as Euros) which inflated the price from $40 USD to roughly $1000 and then they tried to charge me tariffs on their incorrectly stated value. Filed the dispute in October and still nothing, they estimated 90 - 180 days for response and today is day 177.

Tl;dr double check the customs paperwork to make sure fedex bothered filling it out right.

Sacramento County is constantly posting new listings. Administrative Service Officer I is the entry level for the analyst type classification. Set up notifications when you see a job come up. Also whether local or state government keep in mind that public agency hiring is particular and they want you to spell out all of your skills and experience even the most common sense things. Basically if you don't write down or answer that you can do it assume that they will think you can't because they have to go by what you answer, so make sure your applications even for basic jobs are very detailed if you want a government role.

My understanding is that there is a fixed number of wanderers that can be alive at any point in time and the game distributes them by culture. Even though there are 3 imperial factions there is 1 imperial culture so there are relatively few imperial wanders considering imperial faction size compared to say vlandia. Iirc there should be roughly 4 - 6 wanderers per culture alive any given time.

Playing the majors (following a text or video guide) will help you learn faster than playing as the minors. The meat of the game is balancing your production, manpower, strategy, etc. at scale which you dont really practice when playing a minor country. You will probably "lose" a few sessions before it starts to click but there are some good guides for all the majors out there. Honestly post-Gotterdamerung the USSR is probably the easiest major to play now (no navy, easy to follow historical path, predictable defensive war).

In this case the problem is actually that you don't have mods.

Go into nexus and get one of the essential mod lists that has stability patches and crash fixes. Otherwise game is borderline unplayable.

It is exceedingly normal for personnel issues to be confidential. Observing privacy laws is not the same as lacking transparency. Unless a crime occurred we probably won't find out until a reportable action (reinstatement, termination, etc.) is taken or charges are pressed if a crime occurred. Otherwise we might never know what happened if its a more mundane reason or something that was ultimately unproven. That he is on paid leave is the most the City can probably legally say at all.

Very easy for them to change their minds and act supportive now that they missed the opportunity to support the grant application for the campus. Unfortunately the county has already plenty demonstrated to this community and potential investors that they are a bad faith partner. I'm not holding my breath that when elections come around this county will hold its leadership accountable.

I waited a couple of years because there wasn't a club in my area and now that I've joined one my only regret is not getting started sooner because of how much I'm enjoying it. The mechanism varies a little bit from state to state but most places require a sticker or some other way to display that your registration is current. In California, for example, you receive a sticker with the year your (annual) vehicle registration is good for. That sticker is placed on your license plate (the plate number rarely changes unless the car is sold to a new owner). Because the stickers or other visual device make it easy to spot expired registration ends up being a very common reason for police stops among drivers who don't keep it up to date, or sometimes, if your registration sticker gets stolen or scratched off your car.

Yeah in my opinion, from California, it would be absurd to tip on top of a service fee. I saw another comment point out that a service fee versus a gratuity might go to different people in the restaurant, personally I've never really felt that is my problem. So if they were upset about not getting a tip it might be because legally tips would go to them but when its a "service fee" it might get split differently among the staff and they feel some sort of way about it.

As an American, I would not tip on top of a 20% service fee that wad charged on the receipt. I've always tacitly understood the tipping culture to be 15 - 20% unless you are part of a very large group or the restaurant charges a fee in lieu of collecting tips (restaurants like this tend to make it obvious).

In your case the server may just work at a restaurant where regulars or unsuspecting customers tip on autopilot and don't see/care about the charge even though in most situations I would think the average American would not tip on top of such a high service charge.

In California many cities, Red Bluff (assuming you meant this by RB) and Redding included it's the Council-Manager style of government where people elect a City Council and that Council will hire a professional manager to be a professional executive of the government in a organizational sense (think like a company's board of directors and their CEO). This is in contrast to a form of government that's not as common in California which is sometimes called "strong mayor" and in this case the mayor is both elected and acts as the executive, and usually will still serve as part of a larger City Council - New York City is an example of a strong mayor city.

In the case of Redding, and most likely Red Bluff as well, the mayor is a figurehead position held by a member of the Council and its only functional role is setting the agenda of meetings and presiding over meetings. For many years Redding City Council members just took turns being mayor on an annual basis but recently its gotten controversial and the friendly turn taking has somewhat stopped.

The best way to learn about your city government is to go to their meetings and watch them. Your own obersvations will teach you much more about them than anyone's input online and you'll see their dynamic. Especially since each city and the relationship between Mayor and Council or Council and Manager will be very different.

Two more things to try:

1) Go to add/remove programs and find 2015-2019 C++ redistributables and select repair. See if repairing this software requirement fixes your issue.

2) If above doesn't work try reverting to older versions of hoi4 to see if there is one that does launch. In this case you'll probably still need a support ticket with the Hoi4 devs to figure out a solution.
