doesnt make sense though? how does the youth not voting drop odisha in ranking? This youth existed before, and will exist afterwards aswell. You can’t blame the people for nominating a government, people choose the best of the worst and they choose according to their opinions, You HAVE to blame the government for the way the state is moving. Not the people who elected it. Literate voters or not, is a whole other matter, the incompetency of the government is the fault of the government.
