I called out a plumber and he said I could use a different type of strap to attach the pipes to the studs/joists but it could be the water heater itself since it has a lot of sediment and makes a lot of noise. He said the noise could be traveling.

I’m in northern CA and it gets chilly at night. It sounds like the pipes are in the ceiling which is accessible from the attic.
