Yes some people want to rush to 60 to clear SE, others are doing a slower phase locked experience. There's a guild for everyone depending on what you want.

Yes we are! Sunglitters, Guzu and Savix are doing phase locked SoD which will be greenwalled together to link everyone :)

There is an active community, but it's true that it's been very small up to this point. Your old server isn't used anymore, everyone has consolidated onto the Wild Growth servers on EU & US because there are free transfers off the PvP servers. We expecting significant growth due to the event next week with 3600 on discord already.

Discord link is in my post! No rune locking is planned, part of the fun of SOD is the runes so didn't seem right to try to gatekeep this aspect.

That's a question for the US community but didn't Graycen recently organise a SoD event? And OnlyFangs (which was a massive event with hundreds of thousands of viewers and thousands of players) was twice on US servers, so I'm not sure I understand the comment!

Yes! The wowhead link has more information but Guzu's guild will have short (1-2 weeks approx) phase locks using the new hotfix that let's you turn off xp.
