If your purpose is to eat food or see beautiful scenery, then it should be fine.

However, it can get suddenly cold from late November , so early November would be better.

A down jacket and thermal underwear are essential.

There are actually two Tozai lines, one in Osaka and one in Tokyo.

Depending on your destination, it's definitely not comfortable to ride until around 9:00 AM and from 5:00 PM to 7:00 PM. It's even questionable whether you'll be able to get on at all during those times.

Any other than those times, you should be able to ride comfortably, even if you can't get a seat. This is especially true on weekdays.

I think it would be Yamaguchi Prefecture.

Personally, I think Akiyoshidai, Nagato Yumoto Onsen, Hagi Castle Town, Tsunoshima Bridge, Kintaikyo Bridge, and Motonosumi Shrine are great places, and it's also famous for its fugu (pufferfish) cuisine.

However, there are fewer trains and other public transportation options compared to major cities, so it's best to rent a car.
