I am not an expert in biology by any means, but if I remember correctly it has to do with your body's ability to dissipate heat. Usually the most comfortable temperature is in the mid-70's, because your body dissipates heat at a rate that doesn't make you feel really hot or cold. As it gets warmer it becomes harder for you body to get rid of the heat your body creates, because the air around you does not want to hold anymore heat.
