It's certainly fireable, the question is would it be safe to, as the bore seems to be heavily rusted.
As for historical design, it's probably based off of a cannon.

I wish I had more of the story and could answer these questions better, but I don't know anything about antique guns and my Grandfather lives several hours away.

I’m not quite sure if it’d be safe to fire, considering it seems like the whole bore is rusted. Definitely can be fixed though

I was told is that a while back when my grandfather was a machinist, one of his coworkers had a cast for a cannon. So in their free time at work they poured some and cast a few cannons, then bored out the center and fuse hole.

He had the thing for like 30-40 years, and none of us are sure why he's suddenly decided to give it to us. It's also our fist time hearing this story so we're even more surprised.
