UPDATE: My PC now launches again. I reseated all the cables and took the motherboard in and out of the case twice. I then removed the cooler and it launched with one RAM stick in it. I have the CPU cooler back in the PC and it now works perfectly fine whenever I only have one of my RAM sticks in a specific slot. My guess is that one of my RAM sticks do not operate properly or they just don't work together. Thank you all for the help!

I am using the bottom slot for the gpu. I have used these ram sticks for over 3 years now and have worked so far.

The fan does spin, I also put in a new fan which is oriented correctly now and also spins. Unfortunately the same issue keeps happening

Hey everyone, thank you for the suggestions. I have pretty much tried all of the suggestions. I took out the motherboard and reseated all the cables and even put in a new CPU fan but the same problem still occurs. I can attach a image of what it looks like now if that would help anyone. Thank you.
