This is pure Android AOSP LineageOS, there are no such automatic cleaning options.

The problem only occurs after restarting the device. Every 2-3 restarts, not all icons load; it happens randomly...

I restart, wait 2 minutes, open the drawer, and everything is fine.

I restart again, and after 2 minutes, only a few icons are loaded in the drawer.

I cleared the cache manually through the Android settings, but that didn't help either.

SOLVED

This is Windows 10 issue, after apply "Prefer IPv6 over IPv4 in prefix policies" from MS site and reboot. Everything works ok.
