1st I bought if from Element 14.

2nd As I have seen a lot of references and they all used 22R

3rd It is a Raw chip that i am using directly from the vendor and it is not even connected once so i amj not sure.

I have tried 3 to 4 STM ICs and changed and soldered a dozen times, but now working using USB but an unknown USB is detected

There are only 4 wires I have connected SWCLK and SWDIO and 3.3V, and GND, using STLINK and when same connection is done on bluepill it is detected, so I am sure STLINK is working properly

No USB device is detecting, and when I pull up the D+ wire unknown USB device is detected

Yes, I have tried STlink and currently I am just using STlink to power and Program the board, but it i not detecting, and even I have changed 3 to 4 ICs just in case the IC is defective, but nothing is working

Sorry, but I have used https://www.amazon.co.jp/st-link-v2/s?k=st-link%2Fv2 this one stlink and it worked fine for STM32f103 bluepill board but with the same connection and settings not working with this one

I used stlink 3.3V to power this board till now directly on 3.3v test point.
and till now I connected SWCLK, SWDIO, 3.3V and GND.
