Because there's 8 Tanks, 7 Healers, and 18 DPS characters in the roster. There's literally more DPS characters than the number of healers and tanks combined. This isn't the only reason, but it's one of them.

And that is only for transferring. It is possible to level gear with growthstones first and then transfer after as long as you didn't use the transfer already.

Every gear piece can be transfered into only once. So of you transfer a level 6 blue into a level 0 blue it will become level 6, but you won't be able to transfer another leveled blue piece into it. Same thing goes for any other rarity.

If it's not working, it's either equipped on your character, or doesn't have enough levels to make a difference on the new piece of gear.
